This is the first time installing TTW. I've followed the directions to the letter. When I click "install" for TTW V3.3.2 I get this error message right away:
Archive :c:games\steam\steamapps\common\fallout3\data\anchorage - main.bsa" doesn't exist for location: fo3 anchorage - main.bsa
I tried uninstalling and reinstalling fo3 and still get the error.

Make sure that the DLCs are installed and that they are active in your load order. You can open the Fallout 3 Launcher and check in the "Data Files" option if they are all ticked/selected.

Sometimes they get marked read only by steam, simply remove the read only flag on all files in Fallout 3 directory.
