Hey, there! I'm trying out this (pretty bleeping amazing) piece of work, and had one concern. I just played NV a couple of years ago, and am not really looking to play it again - I just want to play Fallout 3, which I haven't played in much, much longer. I know that have been some changes to progression to account for the fact that the character is going through two full campaigns (with two campaigns for of loot, stat-boost collectibles, etc.)
How to that mesh with only going through one of the two campaigns? Will I only be able to progress (build-wise) halfway?

The level cap is 60, you can progress as far as you like without ever leaving the Capital Wasteland.

The npc and creature templates are added more and modified to compensate for increased lvl range too.
Unless you are a powergamer who know every tricks... you wont have any trouble with higher lvl range in dc
EDIT: when you meet an enemy you cant beat it with a bucketload of ammo, that's because you dont use the right tool or right tactic. For examples, if albino is too tough and keep attacking you, a cryolator might just freeze their ass off so you can get out of range.
