Are you sure there is nothing overwriting ED-E or its weapons? No mesh or animation replacers for creatures? Your ED-E looks different than mine.
edit: Oh, make sure that your Form ID list "EmbeddedWeapons" (0003A3F1) is correct. If it doesn't contain ED-E's weapons, he will not equip them.

That's the thing. I am not using anything that edits Ed-e except for Hectrol ED-E Deluxe HR Retex EVOLUTION PACK and that is only textures, no plugin.
Thank you. This was the correct solution. I copied Ed-e's weapons from the form ID list to an override patch and now he works correctly! Not sure why. It didn't look there were any overwrites/conflicts in FNVedit. But it worked. So thanks again for the tip.edit: Oh, make sure that your Form ID list "EmbeddedWeapons" (0003A3F1) is correct. Glad to hear that your issue is solved.
Btw., make sure that the Form ID list "SupermutantWeapons" is correct too. Many players have run into the issue that Super Mutants won't equip certain weapons. This is caused by incompatible mods that overwrite this list.

@Bullfrog, thanks for the help. I think I will add "SupermutantWeapons" to my patch. Can't hurt.
