so i started basically in new vegas. my question is can I do all the missions from f3 later on? or should i just create a new character now with the fixed .ini files

I'm not sure if everything will be working properly. The TTW start quest sets up some variables which are not set in your game. When you get to DC you'll probably have to move to Vault 101 to activate the trigger for the main quest. All other quests should be working just fine.

I tried that (before I knew better) and found myself trapped in the TTW player holding cell, going from the Mojave to DC.
