I am quite certain some busybodies reported modders for doing ports without asking permissions. The last time i checked, theres one specimen on comment thread.
Lets hope modder post his colletion of ports on moddb or elsewhere.

okay i guess i understand but damn that a damn shame i know some of those mods were never gonna be updated anymore and were done in all of the sense so dont know why he needed permission.

also some of those mods the creators havent been on in a long time man i really hate when people got to report this and Ruin it for everyone

because converting theses mods take time and he took the time to Convert all of those mods and were taking request for conversions :C

Do you know the name of the profile of the dude i do not remember

The creator deleted it themselves because the quality of the conversions wasn't good enough:

Writing a step-by-step guide would be very difficult since:

Every mod is different.

Most mods you convert will be poorly made and require a complete rebuild.

There's no incentive to do that, as most of the modders that have that much knowledge of the engine and mechanics are usually long-in-the-tooth and jaded.

Those same modders would rather spend their modding time on new projects.

So as it stands, the guide on the TTW page is the best we're going to see for a while now.

That guide actually does have all the information you need, aside from actual modding experience and using FNVEdit and the GECK. You just have to dig in and apply the information in it to whatever mod you're converting.

Using that guide I was able to convert several mods to work with TTW:

NPC's Travel, Gangs of the Wasteland, Project Beauty, Darkened Interiors, Polluted Wasteland Weather, TelShadows' recent mods that weren't included in Fallout 3 Rebirth, and I even took a shot at Mart's Mutant Mod but I got stuck on some script conflicts that cause horrible and random lag, so I scrapped it and instead just used the assets to add new skins to the generic wasteland creatures, which is what I wanted MMM for anyway.
Even weapon replacers?? I was going to see if i could put in some work for learning how to make a weapon replacer mod

I can only encourage you to learn how to replace weapons in the game. It's a lot of fun.
Basically you only need the meshes and textures (optionally sounds), but if you use FO3 weapon mods as a base, you should be aware that often they are not very detailed and are lacking a sight node, which is required for proper iron sight aiming, but this can easily be added using NifSkope. You also need to find a matching reload animation for the weapon. Maybe you want to add some attachments, like a reflex sight or a laser. For personal use you can mix and match resources from different modders. Just don't publish the result without their permission.
Once you have the resources in order, you create an esp with an override for the weapon that you want to replace. Maybe you create new sounds for the weapon, maybe some mods and recipes for these mods. You adjust all the parameters of the weapon itself (e.g. models, sounds, weapon mods, reload animation, hand grip) and then test it.
