Mesmetron and microwave emitter not charging

In the original Fallout 3, the Mesmetron and microwave emitter has to charge before firing. Tale of Two Wastelands changes the attack animation from Attack4 to Attack8, making the weapons fire instantly instead of charging before firing. Why is this change made, and is there any chance the original functionality from Fallout 3 be restored?

Because attack 4 has no iron sighting, you can change it back if you want. I found it annoying myself since the projectile is already so slow it's hard to hit anything with it.

That's true for 3.2, since a few weapons didn't have proper sights like laser and plasma pistols and rifles in that version yet, Mesmetron and microwave emitter included.

New Vegas' pulse gun also uses Attack4, and I noticed it has sights in TTW aswell.

they should all be set to attack 9 afaik
