Apparently Roughin' It and Deep Sleep seem to conflict with each other. Both perks grant a Well Rested bonus regardless or not if the bed is yours, the only difference is that Roughin' It works only with beds outside, while Deep Sleep works with beds in interior areas aswell. Also the fact that Roughin' It requires level 28 along with a survival skill of 100, while Deep Sleep only requires level 22 and nothing else. This essentially makes Roughin' It redundant.
So, how can this be resolved? Simple. The Roughin' It perk needs to be changed into something else. Instead of giving a Well Rested bonus whenever you sleep in beds outside, why not make the perk give you a portable, weightless Roughin' It bedroll that can't be dropped? That way, this'll make the perk not effectively the downgraded version of Deep Sleep.

Roughin it need change but not as a bonus item. That mean even more reason not to pick it. When people pick it for that reason at level 28.... that mean people sucks at playing games so very much
Maybe sleep instead of wait action, and rad removal for free, to suit the name. People can sleep well anywhere and rad free after sleeping.

The bedroll kit can be useful with Deep Sleep for an easy Well Rested and also in hardcore mode if you have a hard time finding a bed with sleep deprivation. In non-hardcore, it could be used to heal yourself and crippled limbs. Plus, the bedroll kit has infinite uses aswell, so it can actually be useful in some situations.
I also said earlier the item for the perk needs to be weightless, because in Lonesome Road the bedroll kit has a weight of 15 pounds.

I'd suggest leaving Deep Sleep as it is, and changing Roughin' It. Deep Sleep needs a bed or bedroll, but make it where Roughin' It can be done at any camp fire. That gives it a reason for needing the high survival skill as well as the high level - you're not in some comfy bed or a nice sleeping bag, you're ROUGHING it - sleeping on the cold hard ground and STILL getting a good night's sleep.

Home on the Range already allows you to sleep at a campfire, for your info. These three perks really don't mesh well together, do they? Overlapping and conflicting, with weird requirements. That's probably because two of them come from different DLCs. It might be better the overhaul all of them.

That's not such a bad idea for a rework of Roughin' It. Being able to choose to sleep anywhere without a bed instead of sleeping. But maybe ditch the radiation removal idea, because it can make Rad-Away pretty useless.
