In TTW, the mod changed bobbleheads to give small gameplay bonuses like +25 carry weight with the strength bobblehead instead of measly skill boosts. The speech bobblehead however was different, the fact that it allows recruiting companions without karma requirements makes it too encouraging to find and pick up. I feel like the speech bobblehead's benefit should belong as a perk instead.
Though, if you agree on my suggestion and plan on making the speech bobblehead's karma requirement removal into a perk, I'd suggest make it require like 7 charisma. That would've kept encouraging players to make their S.P.E.C.I.A.L. builds carefully to pick the perks they like.
Besides, there was something I liked in the older version is that the speech bobblehead used to make speech a little easier since Fallout 3's speech system is a randomized success percentage system instead of the traditional "check to see if you have enough skill points" system that older games and New Vegas ultilize, which most players especially those who played the older Fallout games and New Vegas aren't fond of since it can be hit or miss and encourages save scumming.
I'd also would appreciate if that was brought back alongside making the companion karma requirement removal into a perk, you could have the best of both worlds.

It was difficult to even come up with something for the bobblehead, I settled on that. Making speech requirements easier is the same as giving a bonus to speech so I nixed that idea.

I posted this image earlier when I was discussing a way to recruit companions in the Capital Wasteland regardless of karma. As you can see, it sightly increased the chance of succeeding in speech if you have the speech bobblehead.
You have to remember in Fallout 3 100 points in speech doesn't mean you'll always be successful in speech dialogue.
Even if you maxed out speech, there's still the chance of you failing, coupled with speech having difficulties like lockpicking and hacking aswell. Harder difficulties mean less chance of succeeding. However, higher charisma can increase the success chance from what I've heard.
It's not just effectively the same as bonus skill points to speech, it's more than that if you look close enough.

If the bobblehead reduces speech checks difficulty, then it will make Speech an even more dump skill than it is.
If someone gets the right perks and bobblehead, they will not have to invest in Speech at all, just by reading a magazine and/or boosting charisma with equipment or chems, they'll be able to pass most FO3 speech checks without ever investing in Speech.
A magazine gives +10, +15 with the Intelligence Bobblehead, +20 with the Comprehension perk, +25 with the Comprehension perk and Int. Bobblehead. This means that an average character (with 5 on all SPECIAL) will have 15 starting Speech, and can boost it up to 40 Speech just by having 1 particular perk and 1 particular bobblehead. This gets more complicated if we factor in the skill books that character might have gotten since Skill books increase a skill by +1 or by +2 (if the character has the Comprehension perk), which means that Speech can increase steadily without any investment in the skill at all.
Then there's also SPECIAL boosts, using chems, equipment and Implants, it's possible for a character to temporarily increase the SPECIAL values to the max, which means that it will have 27 base Speech, and can reach 53 (without any investment on the skill) just with the use of a magazine if that character has the Comprehension perk and Int. Bobblehead. If that character reads 4 Speech Books, it will have a Speech of 61 without spending a single point in Speech.
This gets even more complex if a character picks 1 or 2 particular Traits at character creation, that 61 can increase to 66 with the Good Natured/Skilled Trait or 71 if both Traits were picked. This trivializes the vast majority of Speech checks in TTW. Yes, even with 71 there will be checks that will fail, but we need to remember that this is without having invested a single point in the skill.
And then there's equipment that just increase the skill value by +2, +5 or +10. This complicates things even more. For example, Naughty Nightwear + Button's wig = 20 Speech bonus or 21 if the character's Luck is even and not maxed. Adding in the "Yew's bear charm" and it's another permanent +10 Speech. All of this would turn that 71 from up there into 100.
And this is not even touching weird stuff like the Impartial Mediation perk for example (+30 Speech when Neutral Karma).
This is a big problem since it makes one entire skill being pretty useless in the vast majority of the FO3 side of TTW, and many of FNV speech checks too.
Of course, this is all about a "perfect" character, build for that purpose. But it also shows how or why many characters that will not be built like that can still get around 50 Speech without any investment in the skill. Decreasing the speech checks difficulty will only aggravate this situation. Also, I mentioned the Intelligence Bobblehead, because that one will increase magazine bonuses by +5 (which by itself, and in its own way is already increasing the chance of succeeding a speech check). This is a much better solution than just straight difficulty reduction because it only works when a consumable is used and only in a temporary way. Making it more balanced.
Anyway, changing the Speech Bobblehead to what it was in the past would be a great a mod for TTW. I bet there are other players that would enjoy having the option. If you make a mod like this, please share it.
