PLO has plenty of litters specific to that locale. The dock has shitload. I hate that annoying paper cups and stuffs.
Also it has plenty of trees and shrubs compared to dc, just try tg command to see.
And it has muck effect: anim of bubbles floating up then burst.

The main problem in PL is the meshes and alpha. It's a big mess and quite a problem.
I have no idea how Bethesda managed to mess it up so much in PL.

Oh yes, that DLC is really bad for performance. The entire docks area is covered in litter and trash, and every bit of it slows things down. There are several mods for PLO that remove all/most of the litter to make that part faster. The region away from the docks has lots of trees, which slows down things quite a bit as well. There are lots of dogs, mole rats, and locals; all these creatures/npcs slow things down even more. Nah. Plo is bad but worst must be pitt steelyard and the mill. A showcase of too much asset in a space stuffed full to the gills not just a flat area but on the heights too.

Weird, I have the reverse experience. PLO visible stutters with a low frame rate, but the steelyard and mill are mostly okay... until the final battle when you get humpy-billion NPCs all attacking at once. I'm saving to build my own Zen 3 + RTX3070 system. Now THAT should pump out some good frames.
