I tried everything. Every Single thing.
My Overall performance is regular, 57+ fps and 60 in open zones UNTIL i reach certain zones, ex... Raider zone near Fort Independence, New vegas strip (2nd door, where the monorail building is), Raider zones in the capital wasteland, etc. In this zones my fps drop to 40- 50 with a lot of stutter, even more when in combat.
I followed step by step "the best of times" TTW guide. Only have the mods in the guide installed additionally with FOV slider.
I Reinstalled Nvidia Drivers, clean install.
I Reinstalled Windows. Clean Install.
I Swaped to GOG version (I was playing in Steam), no diference at all.
I tried almost every combination in NVTF ini file.
Tried ugrid = 3 with Stewie Tweaks, worked but i read that fucking with ugrids ends bad.
Tried ENB Boost, and NV Vulkan. Both give me like 5fps but i understand there is a conflict between NVTF and these mods.
I verified the requeriments of the "the best of times" guide. Installed again in a clean windows instalation.
Additionally my game is installed in a SSD.
My system is not that powerful, but should be able to run the game:
Intel i7 7700. 2.80ghz (The cpu is hypertreaded by default and can't be turned off, stupid alienware bios)
Nvidia 1060
Windows 10 64 bits.
32 gb of RAM.
Currently i let the game handle the Vsync, with low latency on (ulta), 1 pre rendered frames. Game setting is Ultra as the game itself determined when executed the launcher.
I'm about to give up, this is my last try. Please help me! Thank you in advance

What mods do you have?
Because those places have same characteristics of many active spawns.
If you use hd body replacers and hd weapons armors... your rig WILL be brought to kneel

Did you check that the 'utilities' are correctly installed? (I mean the 4GB Patcher, NVTF, mod limit fix, one tweak, heap replacer etc.) There is a section in Viva New Vegas - on the essential mods page that shows how to test their installation through the in-game console (i.e. the "~" key to open it - exact spelling, capitalization{?} and spacing need to be adhered to). Sometimes the installation steps are followed exactly (especially with mod managers - both Vortex and MO2 and it still messes up. Tick Fix has had this happen several times for me on new installs (so I always double check on a fresh install), and the older version of the 4GB Patcher was another. This is only a guess by me, as the combination of utilities Viva NV lays out can really make a performance difference when installed correctly, and I have had a few hiccups installing them myself. The best thing is that the test is really pretty simple! Hopefully that is all that needs to be done... if not GOOD LUCK!

I would guess this is where your problem is. An older cpu running at lower than its normal rating (3.2 GHz is supposed to be the regular normal clock for the 7700), and an older "low-end" gpu. At least it's not the 1050!Intel i7 7700. 2.80ghz

I have an AMD FX 6600 and the 1050Ti - you are doing WAAAAAAAYYYYYYYY better on frame rates than my setup.

Maybe you are right. But I just don't understand why fallout 3 alone runs awesome constant 60fps, Even near Fort Independence. with very little to no frame drops (when moving to new areas).
I guess is just the engine?
I tried FNV, without TTW, in the same area of the strip, and the stutter is present. Same performance drop regarding if TTW is installed or not.

Graphic assets mostly. Ttw and its mod generally push that way up so there.
In f3 to get that you run through hoops to install hd mods. In term r of asset f3 run with less than fnvttw.

If you watch closely, FO3 has areas where the FPS drop as well. One of the closer ones is just across the river and towards Bethesda ruins... on my system, facing one way in that area is high 50s FPS, while turning around and looking back towards the river makes it drop down in the low 30s.
Bethesda games in general also have an issue with the number of NPCs in a scene vs FPS. You'll see this in combat in particular... you're walking along toward Whiterun and are jumped by an Imperial patrol, and your FPS goes to shit compared to getting jumped by a single bandit. Walking into Whiterun, your FPS plummets with all the NPCs around you. Especially if you run one of those mods that add NPCs. They usually have different levels of numbers of added NPCs to allow for people with wimpy PCs compared to people with beefy systems.

Point Lookout has the most unoptimized areas in vanilla FO3 GOTY. Some team members have been fixing it in TTW, but there's still some loss of performance in a few areas even in TTW.
So if anyone wants to experience bad performance in vanilla FO3, just go to Point Lookout and walk around, I think one of the areas might be near the docks at the start, but I can't remember which part of the docks anymore.
