I just finished Vault 87 and got taken to Raven Rock. Upon exiting raven rock, Fawkes is no where to be seen, in addition he has not appeared at Underworld's entrance and is not in Vault 87
What do?

I has found a work around for this issue, by spawning a fallout 3 version of Fawkes using the console and then dismissing them and a TTW version of Fawkes appears at the Underworld entrance

Congrats, you broke your game.
You should never placeatme any persistent NPC. Get their REFID and move them to yourself.
