Should FALLOUT 3 & NEW VEGAS be in the same drive with TTW?

I have Fallout 3 and New Vegas on my C drive and TTW and Mod Organizer on my D drive. Will it greatly impact the installation or am I fine?

You're fine. Just make sure you have the proper paths set in the installer so it knows where to look for your files.

Cross drive access can be an issue, you should have everything on the same drive. This is a security "feature" of Windows since 7.

I don't know about with mod manager, but with the regular TTW installer it says you can delete fallout 3 after it is finished installing. I think it only uses the files in the NV folders.
