Unable to Launch Launchers

I followed the guide to the point where I am asked to start 'FalloutNVLauncher.exe' in order to 'generate fresh .INI files', but every time I click on 'FalloutNVLauncher.exe' I get a Steam Application load error 5:0000065434 . Same goes for the Fallout 3 launcher, same error code. I don't know what's wrong, as I've followed the guide to a T, and I'm not very far at all. Help would be appreciated.

The only time I've gotten a Steam error was when Steam wasn't actually fully running. It was started, but I didn't notice that it wasn't signed in -- it was waiting for me to click OK to actually log in to Steam.

Did the quest in the station. Now i have to buy a ticket (stupid idead btw, not that easy to find 100 pre war money, cant beleive you made it that way), so i buy a ticket in the DC station and guess what? Its a ticket to DC, NOT the Mohave! Why? Just why?

How do I get to the mohave if i cant buy a ticket?

You need to install the 2 updates (in order) that can be found in the download page. As explained on the guide

The ticket price can be changed if your character has certain skills high enough (Science allows to hack the terminal for example).
