Dr Barrows is broken

For some reason, Dr Barrows in Underworld is the only bugged character I've found so far after 30~40 hours of playing. He has silent dialogue, won't wake up Reilly and won't heal me. Even after getting the money, he just stands there. I've installed all the official TTW patches and started the playthrough in D.C as recomended. Here's my Load Order:

We can't really pick which mods in your load order are compatible or not, since it's impossible for us to know or have tested all the mods. Which means that in my case, I have no idea what most of your mods are or do.
