That's a FNV vanilla bug that was fixed a while ago.
Don't use "NVSR". If you have it, remove it and use "NV Tick Fix" instead.
Make sure you have installed both TTW updates (TTW 3.2.1 and TTW 3.2.2) available on the TTW download page.
Also make sure you update your JIP LN NVSE plugin that was installed with TTW, since it's old and out of date now.
