I know the answer, but just in case it can be done, is it possible to convert an existing FO3 save for use in TTW? I am 3/4 the way through a replay of fallout 3 and want to see if I can switch over without starting over.

It's impossible.
TTW doesn't even run in the same engine as FO3, not to mention all the changes, edits, etc. that had to be made to the FO3 side of TTW. And there's even more problems, like the FNV master being the first plugin instead of FO3, and the FNV.exe being run instead of FO3.exe...
It's also impossible to list all the reasons why it's impossible, because that would be enough to fill a book all on their own.
