I have found that if you place the TTW in Fallout New Vegas root directory, not the Data, then you double click (left Mouse Button) on the black TTW installation mod, then it will start up immediately.
If you click it while its still in the 7Z form, it'll come up with the error-(Cannot download the bass).
If you click it while its still in the 7Z form, it'll come up with the error-(Cannot download the bass).
