I noticed the bug fix in 3.2.1 but I'm playing 3.2.2. I've reached The Citadel in the main quest and none of the dialogue topics are showing up, on any of the NPCs, for any stage of FreeformPowerArmor. I did my best to verify with the console that all of the conditions are correct. I also started a new game with no mods or plugins enabled except for TTW ESMs, and still had this problem.
Does anyone have any ideas?

It's fixed in 3.3, you can do anchorage instead.

Alrighty. I ended up just giving myself the perk with the console.

It's just generic issues with NV and how they blacklisted stuff instead of whitelisting, which is not how it's supposed to be done. I went through and got rid of all that, and now everything works fine, including no turrets or creature or random stuff saying hi to you etc.
