BASS Init Error/Could Not BASS Library even after using all the tips

I've tried running everything as administrator, I've updated all drivers, turned off or uninstalled any anti-virus, the contents of TTW archive extract matches up (no files missing) and the folder is on the same drive and same location as my game installs. This is after trying to download Fallout 3 vanilla and GOTY from Steam and then GOG, TTW is my last hope - nothing has worked so far.
