Any alternatives to PN Rebalance?

So I want to play Fallout 3 like as close to vanilla as possible while using ttw, since I sort of want an experience similar to the original fallout, and project Nevada rebalance seems to make that possible. However, I heard that it will fuck up my game more than using original fallout 3 on windows 10. Are there any mods that would let me change stuff like how many skill points I could get per level?
