can a 3400G (APU only, no GPU) run them?

I have R5 1600 with RX 550 and I can run TTW just fine. Keeping in mind that RX 550 is about on par with the iGPU in 3400G, you should be able to run it just fine(at least, assuming you don't have some terrible single-channel 2133MHz RAM).
The only(performance) issue I've had is in some scenes with lots of AI actors(Operation Anchorage during the finale and some mods) the CPU can start chugging because - by default - New Vegas(like Fallout 3) is entirely single-threaded, but that can be mitigated with .ini tweaks.

I used to run FO3/FNV/TTW/Skyrim on an AMD A6-5400K APU. It wasn't great by any means (I got like 20 to 30 FPS on a 1024x640 screen), but it was playable. The biggest issues I had were the lack of ram, and the very limited shared memory for the video (the A6 only reserves 384M for vram use) - it practically REQUIRED you to use ENB to get enough memory for video. In fact, I used ordenator to down-sample the textures to make it run better (and it did).
