Check the draw calls. I'm guessing it's the gazillion popcorn boxes and other trash at the docks that drag down performance.

FNVlauncher. Turn down some settings.
All water detailing off.
Turning down LOD. Means you can't see as far but it now runs amazingly.

As part of the tutorial: Up to date graphics drivers, controlled Anti-aliasing, EbPro with specified VRAM.
