Update error for 3.2.1 cant find no sound.bsa

So I followed the install videos for TTW but I cant update to 3.2.1 I get a error saying the Sound.bsa can not be found but I can see that its there in my data folder in FNV I dont know why im getting this error I have a fresh install for fo3 and FNV that are both up to date and the game runs okay but I am missing audio for things like weapons and weapon animations I dont have any mods installed and I am using NMM.

If you chose not to re-encode the audio, then the patches may not work, I don't think we ever tested that.

How dose one Re-encode audio? Sorry I’m new to modding and is there specific program I should use?

The installer does this if you don't use the batch file to disable it.

So I reinstalled TTW fnv and instead went with the installer that had the OGG recording fix but i still cant update i get a new error saying im missing a Mesh.bsa that game dosnt work anymore and just crashes on start up

Same issue here... no sound.bsa when trying to update. (off topic) TTW will not work launching from FNV.exe but will from MO2, adding this in as I've followed all steps correctly and updating is the only thing I haven't done so figured it might be related.

Its like your antivirus or windows defender has removed the libraries we use to re-encode the audio. Or something along those lines, generally it should fail without completing. If there is no bsa created, likely an issue with not running the installer as admin.
