Menu literally never pops up and I can't figure out why, I'm running zero mods, this is a fresh install of both 3 and NV.

Did you install both updates? Did you update JIPLN to the latest version? Did you install NVAC? If you installed NVSR, try NVTF (Tick Fix) instead. What mod manager are you using? How are you running TTW? Have you tried launching the nvse launcher?
