You run Afterburner? Maybe it's being overclocked too much. Turn it off and try it again. If that clears the problem, you might look a bit more into how your system handles overclocking. One system I had, to overclock the memory, I had to increase the ram supply voltage by 0.05V to be stable.

Well actually no, i do use it just for monitoring, not for oc. I guess that i have to let go TTW...that´s a shame.

Well, it's a long-shot, but try using Afterburner to UNDERclock the system. Maybe your computer is on the edge of stability as it is, and TTW is pushing it over the edge. I had yet another system (a dual Opteron) that was that way - I had to treat it like I was overclocking to get it stable at the base speed.

I´ve never had an issue with my system configuration on both games, which where always heavily modded. I think, i just discovered a rare bug of some kind...

Edit: I feel so dumb, but obviously this bug occurs in vanilla fallout 3 too- so nothing TTW-related. But damn it, i´ve never had such an issue before, what could cause this?

Try cleaning your PC with CCleaner maybe it fixes it.
I tested Interior Lightning Overhaul some years ago and didn't like it so I uninstalled it but there where leftovers causing some weird anomalies (there where some really buggy looking patches of darkness in the center of Broc flower cave).
I installed mod with NMM and it was installed the very last as I was only testing it, but after uninstalling it darkness patches would simply just not go away. I used older save before I was even thinking of installing ILO but darkness patches would not go away. I re-enabled ArchiveInvalidation but darkness patches where still there (NMM has some issues with ArchiveInvalidation if I remember corectly). I restarted PC thinking it's somehow stuck in memory or something but darkness patches would still not go away.
Only after I ran CCleaner did it go away so I guess NMM or game itself puts some content in to temp folder or somewhere else that does not get cleaned after uninstalling mods.
If you gonna use CCleaner know that it can delete stuff you don't want deleted like cookies, browsing history, passwords and other stuff you forgot or just left your browser/pc to handle it. So be sure to go under "Custom Clean" and tweak it to what you want it to clean.

Just to be clear, what mods are you using. If it occurs in Fallout 3 and TTW, it would need to be something in common between them, but the engine is not one of those things. Also, what version of Fallout 3 do you have?

Well, to test things out, i did a fresh reinstallation of both games, with absolutely no mods. Game versions are uptodate as far as i can tell (always keep them updated by steam). For NV, i can´t really tell, but in FO3 there is a big chance, that i run into this problem, as soon as i leave the vault for the 1st time..and from there on, it occurs periodically, when i switch between locations a few times. If i save my game during this happening and immediatly reload it, the bug won´t go away..instead, i have to exit the game and reload it again to get rid of the issue..Could there be some weird memory problem or something wrong going on with my graphic settings? I´ve got a AMD R9 390 with 8GB of V-RAM, 16GB of system RAM plus the latest drivers. I´ve never had such an issue before with FO3, nor do i have any problem with my other more modern games...this is driving me nuts...

Yeah, that's weird... and if it's a completely stock setup, it really makes me think there's something going on with the system. Maybe a driver issue? If using an older driver, update! If using the latest driver, roll it back!
