As far as I know, dialogue running too fast/slow has to do with the game running too fast in menus/dialogues because you don't have it syncing to the vblank. Bethesda games up until FO4 break in funny ways when they run faster than 60 FPS. There's a setting for that in Tick Fix that is supposed to fix it:

bNoAutoContinueDialog = 1
Should stop your companion from skipping their dialogue. The only side effect is that it also applies to every other character meaning you have to click to continue their dialogue

That is a very valid point, and in hindsight, is something I should have done.

Though I doubt anyone is still giving this post attention, if by chance they are, I should say it is very out of date, obsolete, and that I am no longer supporting or updating it. I've almost completely stopped modding, at least temporarily, to focus on uni. I would suggest checking out Axonis' guide instead if you are looking for this sort of thing.

PS: sorry to resurrect a dead-ish thread. Just realised I should make this known, in case someone who doesn't realise this is out of date or not ideal tries to use it.
