How do I enable the esms for NVSE?

OK, I believe I found how to enable the esms. I opened the F03 and FNV launchers where you can select graphic settings and selected Data Files and checked every box in there. The only boxes there were the dlc (esm) names. Still same result, game will not load through MO2. I tried another way by running nvse_loader.exe and its only vanilla FNV.
