It has a software scheduler, extremely slow 512MB VRAM segment, and NVidia's drivers are not great when it comes to older cards.
Btw, @RoyBatty, has texture atlas performance been checked? I remember asking Sheson ages ago about it, but I don't think anything came of it. Would be very interesting to see what happens if the clutter in Point Lookout use one big texture atlas. ENBoost, or ENB's EnableUnsafeMemoryHacks setting, prevent the large textures from being mirrored into FalloutNV.exe's process, so it's possible to avoid crashing once the 3.2GB process memory limit has been reached.

the 1 and single issue people blame the 970 is the 500 mb slower vram and to tell you the truth i used all 4 gb of vram several times never had a single problem

You have a ton of weapon and retexture mods in your load order. Just to be certain, try turning them all off and see what happens. It's possible one of the weapons adds a nasty OnHit script that is killing your performance, or something similar.

Textures are very taxing on the game. Using them invites issues.
As for texture atlas, I'm sure the performance is fine, LOD uses it. There is only one copy of it in memory.

I meant that atlases ought to be used for more of the game's assets, such as having all ammo item textures use one big atlas for the diffuse maps, and another for the normals. It would be great for armours as well, since mash-ups will make fewer draw calls.

jlf65 if you are talking about my load order i have only the weapon retexture project, as for the weapons i checked them all and none of them uses scripts. i have bleed that uses scripts for its effects.the thing is a few days ago i got frustrated and completely uninstalled both games and ttw and re downloaded them, i started completely vanilla new vegas and the problem was still there , that is why i'm starting to think that something is happening with windows 10.
