I tried to find solutions to this problem but I couldn't find anything that worked.
The Super Mutants in the capital wasteland just run up and punch you instead of using weapons. They can't even use baseball bats. I have no idea how to fix this.

I have the patch for PN installed. I also tried the second solution with FNVEdit but the instructions didn't match how FNVEdit works, so that was a dead end.

The patch for PN only covers Core and Extra Options. If you're having this problem you probably installed PN Equipment. It isn't compatible and needs to be completely removed, including any loose files. Most of the time this crops up it's because people are using PN equipment or had installed PN equipment and hadn't completely removed it.
Produces the programming equivalent of coffee stains.
