Please help
Whenever I fire, or NPCs fire their weapons I get a white flashing which only seems to be on the grass textures, and it doesn't happen in 1st person, only in 3rd person. I hope someone has some answers cause it's really annoying

If you use an ENB, try it without it. You might also try updating your video drivers... or downgrading them. Sometimes, updated drivers break certain games.

TTW is completely vanilla, and my PC is a brand new build, all drivers are up to date, Only mod I'm currently using is Enhanced camera but I've tried without it and the problem is still present.

I use Enhanced Camera, and it doesn't cause this issue. If your video drivers are up to date, try downgrading them. Like I said, sometimes new driver break things.

You might want to post more info on your system. For example, I'm running TTW3 on an FX6300/GTX1050Ti in Windows 7 SP1 with platform update, and using nvidia driver version 430.39.
I did the install on the DVD GOTY edition of Fallout 3 and the DVD Ultimate Edition of Fallout New Vegas. I've updated JIPLN to the latest, and installed the latest NVAC. I'm not using ENB. I am currently using a number of mods, but it worked fine before I installed any of them. I've been very careful to test as I install mods. It helps that I've been adding all mods, including TTW, through MO2. I keep the default profile as my main play through, and have a separate test profile for testing mods before adding them to the default profile.
The initial install and both updates were done in admin mode, and I run MO2 as admin since the game is also set to run as admin, so MO2 will bug you every time unless you set MO2 to run as admin.
