Lemme just start by saying that I'm playing 100% vanilla, with the only mod being TTW itself. i didn't get far before this bug came up: no matter what, it seems like no one will talk in dialogue, but will speak perfectly fine in the background.
Dad speaks fine, but Amata, overseer, Mrs Palmer, Wally Mack, and Butch all suddenly go silent while entering dialogue with them.
outside of dialogue , they speak perfectly fine.

ok so my computer has an AMD FX(tm)-6300 six-core processor
Im using steam
my headphones are Ovannx1
I did a once over and everything is currently up to date, both audio as well as anything else that gave me the option, unfortunately that didn't help the audio issue, but the game seems to run a little faster now!

Sounds like (pun intended) you might have had problems during the audio re-encoding process. Maybe you didn't run the installer as administrator. Perhaps the base games were missing files... trying running FO3 on its own and see if the voice problem is there as well. If so, you need to fix FO3 before running the TTW installer.
Anywho, I use the FX6300, so that has nothing to do with your problem. Also, make sure you updated to 3.2.2. Some folks reporting issues didn't update. Run the 3.2.1 updater, then the 3.2.2 updater.

Are you sure you aren't the 3d sound mod on nexus? It can cause this very issue.

Good point. Sounds that are not 3D (mainly, ones right at the player) are played differently to sounds further away, and if you picked the wrong HRTF, the 3D sounds may be played... weird.
