If you could be more specific, which actors, where, when, then people might be able to check and tell you if they also have that bug, if it is known, or if it is just you.

Update to TTW 3.2.2. The missing voices should have been fixed in TTW 3.2.1.

im on 3.2.2 and its with griffon in underworld

Sorry, can't help you then (=・ω・=)
I'm far off and not obligated to rush through FO3 main quest to reach griffon to test a bug that should have been fixed (?). Hope you get an official reply on this.

Works fine here with 3.2.2 patch.
