Recently my saves have been getting corrupted, and I just finished testing the fact that it seems it has to do with the amount of plugins that are loaded, not the plugins themselves. right around 149-150 plugins, one cell will function completely normal. as soon as I load another cell (I.E. by going outside), models and textures will start to go missing. even if I go back into the previous cell, models and textures will be missing there as well.

I'm reading that while the actual mod limit is ~254, the game starts to get screwy around 140. Could this be the issue?

The game gets screwy from 110+ plugins for some people.

For Fallout New Vegas, there isn't a magic plugin number limit, it varies from people to people, and sometimes it even changes for the same person. For example, we have had users in the past that can get the game running well with a certain number of plugins, then they uninstall the game and after a while they reinstall and use the exact same load order, and then the game breaks because of the plugin limit.

I don't know what Obsidian made to break the hard limit, but they broke it alright, and no one ever found how to "fix" it.

150 is way too much, you have to reduce that to around 110. Although it's always best to not go over 100 plugins to be sure to avoid the "LO limit" problems.

For most people the most limit is around 130, give or take, but best to try to lower it to be safe.

It also varies quite a bit with how large the mods are, too. Not in physical size, but in how many things are added or modified. The best I ever did with plain FONV was 176 (mostly lite) mods. The best I ever did in TTW2 was 135 mods. I haven't gotten around to trying to see what I can get in TTW3 yet.

A "lite" mod is something like adding or changing one thing, like a weapon or piece of armor. Changing/adding a bunch of weapons would not be a lite mod. Anything with scripts is probably not a lite mod. The heavier the mods, the fewer of them you can have before it all goes wrong. As mentioned, maybe as few as 100 to 110. You'll just have to try it and see what limit you get with the specific mods you use, but for TTW, only using 100 to 130 will be normal.

It gets weird above 90 for me.

I was also able to make this happen on Fallout 3, so it wasn't obsidian.
