How do I switch the bobble heads back to vanilla in TTW?
I don't see a plugin or a ttwoptions esp anywhere in mod organizer. I am on 3.2 im pretty sure.

You'd have to make a mod to revert them. I don't know why you would want to though, you can easily max out your skills even with a fairly low INT.

Max out SKILLS? The current int bobblehead gives +1 skill point per level. If anything, that makes it easier to max out your skills.

This is not true.
With vanilla FO3 Bobbleheads, you'd get 10 skill points on all skills using the Bobbleheads. You'd also get a +1 Intelligence from the Intelligence Bobblehead, which gives 1 new skill point every two levels, unless the character already has Intelligence 10 before getting the bobblehead, (which would make that bobblehead have no effect, so it would be useless). That's 130 skill points from skill bobbleheads and 24 skill points from the intelligence bobblehead (if picked at level 2), all for free from vanilla FO3 effects in TTW.
Since the max level in TTW is 50, you only get an extra 48 skill points from the TTW Intelligence bobblehead in total, and less if you're higher than level 2 (the level of your character when you leave Vault 101) before getting it.
So... 48 skill points (the max possible you can get from vanilla TTW intelligence bobblehead) is much less than 154 (the max possible you can get from vanilla FO3 bobbleheads effects in TTW).
You're getting less than 1/3 of free skill points with the TTW Bobblehead effects, than you would with FO3 bobbleheads.
And it's still possible to make a fully 10 on all SPECIAL attributes too, since TTW still has the Almost Perfect perk and the New Vegas clinic Implants and/or Intensive training perk and/or Magic 8 Ball and/or Ant Might/Ant Sight perk and/or Lonesome Road's extra free Attribute from completing the DLC and/or Old World Blues optional Perks and so on...

Also the skill books (which I lowered back to 1 or 2 points) if you use the comprehension perk and the books you can make infinite of in OWB. Yes, the vanilla bobbleheads in FO3 make it way too easy to max your skills and then become useless considering all that other stuff. The 1/2 perks are a lot more useful overall. I do want to make the Intelligence bobblehead do something else though, they are not quite finished yet.
