UPDATE: It seems to have just randomly fixed it self. I reinstalled v3.2.2 update and tried again, after about 5 tries of launching and relaunching the game, the cursor still didn't appear and the menu was still blank . At this point, I decided to give it one last try before I went to bed and it just fixed itself. Cursor appears and main menu isn't blank anymore. So the solution is just start your game until it works I guess? I tested it multiple times after my first successful attempt and it continued to work, not sure what the problem was but I fixed it so ignore this post.

Ok, lemme' explain the problem.
Whenever I start up TTW, I can't skip the intro screens (bethesda, obsidian) and my cursor never appears. When I reach the the point where I should be able to start a game nothing appears, it's just blank. Also, the framerate seems to be capped at 20 which is odd since it is usually at 60.
This wasn't happening before I updated to v3.2.2 so I'm going to assume it was user error on my part however I followed the instructions in the TTW v3.2.1 to v3.2.2 Installer to the letter (and used GamerPoets video as my guide).
First, I combined v3.2 and v3.2.1 into a single folder. (Copied and replaced the files v3.2.1 files into v3.2 folder, creating a single folder)
Then, I pointed the installer to this folder.
Finally, I created a new folder for v3.2.2 and pointed the installer to this location. So, it would install it as a new mod in MO2 exactly how GamerPoets did in his video for the v3.2.1 update.
My load order is as follows:

OldWorldBlues.esm

The only mod I have installed is JIP LN NVSE PLugin updated to version 55.05 (latest version). I installed TTW as a mod in MO2 and followed the instructions in GamerPoets videos.

Hey @roybatty! I'm actually having the same issue, however it is not solving as easily as the OP. My load order is the same as OP's (only the offical DLC's plus the TTW and Fallout 3 one's.) I don't have any ENB's installed, my computer is running Windows 10, I know Fallout 3 sometimes had trouble with newer systems, wasn't sure if NV did too. Any assistance you can provide would be greatly appreciated!

If it's a laptop it could be a driver problem, not detecting the modified exe as the game. I don't know how to solve that.
It could be because directx 9.0c June 2010 was not installed correctly too.

Hey @roybatty, thank you for the quick reply! I'm not running it on a laptop, I have a Dell desktop with a Geforce GTX 750, my computer can run most games before 2016 (save the Witcher 3) on max settings with little framerate issue (I don't know my full specs, I am not particularly tech savvy and I confess that in-depth modding might be beyond me, my computer was an older one my friend had built for himself and sold to me when he upgraded to a laptop, however I would be more than willing to post my specs if y'all think it would help and if someone would tell me how).
I ran TTW 2.9.4 on my previous PC which was significantly less gaming suited than this one is, so I figured I wouldn't have issue running it on this one. I went ahead and completely deleted TTW, Fallout NV, Fallout 3 and then purged my Vortex so there would be no other residual mod information floating around and then reinstalled both games and TTW. I am now able to start the game, however it hangs for at least one minute on the main menu, usually telling me New Vegas isn't responding, then after I wait the main menu will load and I can play as normal. I worry about adding any more mods as I have never experienced this hanging before and am concerned that I may have messed up on my install and further modding would simply exacerbate the issue,
I also made sure my directx9 install was up to date per your suggestion that that could be an issue.

Sounds like your machine is just a bit slow and you have to remember that TTW is 2 full games+DLC loading, so it takes a bit to get to main menu when not on an SSD.

Got you, I actually read a little bit of the thread that you and, I think fiffytiffy (apologies if I brutalized that name, couldn't find the thread y'all were talking about it in), where you two were discussing performance and optimization and where you both shared, at least your graphics cards and I realized with your setups, if you were still having performance issues, than it would make sense that my less than computer would be having quite a time! Thank you for the replies and assistance, I enjoy this mod greatly and am more than willing to wait for my main menu to catch up if it means I can enjoy these two fantastic games together!
