Experiencing Big Annoying Stutters on a Great PC (GTX 1070)

Hi everyone I am having major issues with performance on a great PC rig. I've had it since 2016 and still performs really well with modern games. I can run Fallout 4 and Skyrim SE flawlessly with lots of mods. But, for some reason has difficulty running Fallout New Vegas and TTW.
Once I add NMC Texture pack and or Realistic World Lighting, it gets worse. I have done some tests with FPS monitors and the game is not fully using my PC capabilities. I do use ENB and that doesn't seem to hurt the performance and makes the game look better.
Also I followed all the ini tweaks from the Gamer Poets videos and still no help.

Let me start off with a few questions:
- Does New Vegas normally stutter when traveling through the wasteland and cannot be completely eliminated? Is that due to the outdated game engine running on current hardware?
- Does FONVLODGen actually help performance and not just make the LODs prettier? (I also have no clue how to use it and would like to know how if anyone wants to explain how or link me somewhere I can)
- What are some performance heavy areas that are good for testing?
- Lastly. Does anyone else get this issue other than me? Having a similar or better machine.

Here is a rundown of my PC Specs: (Let me know if I'm missing any)
Graphics Card: GeForce GTX 1070
Pixel Shader: 5.1
Vertex Shader: 5.1
Dedicated Video RAM: 8.0 GB
CPU: Intel(R) Core(TM) i7-6700 CPU @ 3.40GHz
CPU SPEED: 4 GHz
CPU Cores: 3 cores
RAM: 16 GB
OS: Windows 10
Free Disk Space: 211 GB

I do run other mods. They are mainly UI and Texture mods(2k and lower. Weapons, armor, creatures, items). I will link a load order if it is needed. I am also using Rudy Enb.

Whether it is a 2k mod or a 4k mod, it seems texture mods almost always hurt performance, no matter the pc's specs. I use a 1060 but think about deleting new vegas reloaded so i just play with contents mods.

I'm running NMC on the highest quality and with a couple of 4k mods as well as UI mods and RWL just fine, I did have stuttering and fps drops using the highest quality textures before I upgraded my drive to an SSD and it stopped, one major bottleneck I've realise is exclusive to Bethesdas games it that a slow drive can bottleneck the game if it can't pull the loose files fast enough, its less of a problem in later games due to BSAs being better and BA2 texture streaming/compression
If you are using an HDD you might want to evaluate its disk speed or buy an SSD, not saying this is the problem, just relaying my experience.
You might also want to relook over your stutter remover and enb settings, some issues only crop up after adding modded assets, usually memory related when before you weren't using as much
