Reloading bench and Workbench not working

I just started a new game. I am currently having an issue with reloading benches and workbenches where I cannot craft ammo at Craterside Supply or Goodsprings.
Is my game bugging out or do I have to get a perk to craft ammo? I tried reloading the game and a different save.
I'll reply with my load order if anyone asks. It's about 56 plugins.

If you are using improved recipe menu and you updated jipln you need to update improved recipe menu too.

I have the updated JIP LPN. I do have improved recipe menu (I'll see if the menu works without the mod). Could it be sortomatic?

Make sure you update improved recipe menu to the latest version.

Sortomatic and Ingredient loader work fine here.

It seems to be fixed when I uninstalled the Recipe Menu.
