I can't think of any reason this would happen.
It could be a problem with language settings, or using non-english game or OS. It could be you have left over files from not manually deleting the game rather than uninstalling it steam which does not remove files it did not create. It could be the steam overlay leaking memory (in which case disable it), it could be some other overlay software as they are known to cause problems, could be your antivirus, could be windows defender, all I can say is to explore these possibilities.

Maybe this will explain why I got CTD/freeze entering Lomesome Road and Honest Heart but not Old World Blues. Entering LR and HH changes date in game while entering OWB does not(not sure). Also I got CTD/freeze in main quest of FNV when NCR ranger told me "Kimball will arrive one day later". Maybe entering Broken Steel also changes date in game so I got the same CTD problem? The game also tends to CTD when sleep for more than 8 hours. Would try it to see if it works.

It's posted in the FAQ that you should not change the timescale, other than 30 will break the game.

Now I found some voice/lines are gone, the dialogue text is ok but there is no voice, the mouth of the character doens't move either. Mainly on BoS characters and all of the missing dialogue is "general dialogue" like greeting, quest diablogue voice is all ok(I've just finished Death from Above and Shock Value) any idea on this?
Update: All missing voice is related to Broken Steel.

Did you install the updates? That bug was fixed in one of the updates.
There are two TTW updates you have to download and install separately:
3.2.1 Incremental Update and 3.2.2 Incremental Update.

Thank you. I installed 3.2.2 update and the voice partly restored. But some of the voice is still missing.
