Operation Anchorage and Mothership Zeta Not Loading

I recently started using TTW 3.2.2 and I never received any notifications that the Mothership Zeta or Operation Anchorage loaded, nor did I receive their corresponding quests. I went to go check to see if the DLC content was there and it was not. I tried turning off all my mods and turned on and off the DLCs in my load order, and yet nothing worked. Anyone got any ideas?
