Light touch perk not working?

Hey, i cheked the "player.getavcritchance" before and after taking the perk, with different light armors and without any armor at all. And the crit chane shown is (17) not changing.
Is that perk bugged?

Light touch is a modifier and is not added to the base actor variable.

Hey agian. I cheked the "player.GetAVMod CritChance" and it returns me "8".
When i take this perk i expect to get "13" but it still "8" aven after i take the perk. Of course i tryed with diffetent light armors and w/o at all. the "GetAVMod CritChance"
is remains the same

add the mod to the base and that's your crit chance

The perk must change the "GetAVMod CritChance" by adding 5 the the value?
As i said; before and after the perk the "GetAVMod CritChance" is not changing, i have 8 when i expect to have 13.

They are two different values

GetAV CritChance (* weapon mult) + GetAVMod CritChance = total crit chance

Man, im sorry i wanst clear.
My both BEFORE stats the perk are like this:
GetAV CritChance = 17
GetAVMod CritChance= 8
After I take the "light touch" perk and equip many different light armors and w/o any armor and equip light armor glasses, hats, My starts are still like this:
GetAV CritChance = 17
GetAVMod CritChance= 8
The perk supposed to add 5 to one of the stats, but it do not do this.
Is that mean than the perks Is bugged?

I use GOG+GOG+3.2.2TTW valinlla and NO any other mods.

It's possible the entry point doesn't show up, much like the DT modifier entry point doesn't.
