Major Skill Point Loss Bug

I was recently playing Tale of Two Wastelands when I leveled up and noticed I had lost a major amount skill points. For example, my Speech skill, which had 90 points before the bug, is now at 48, my other skills have dropped significantly as well. I can't pinpoint exactly when this happened, as I didn't notice it until much later on, but judging by my saves from before and after the bug happened, it was sometime after starting Operation: Anchorage. There are also no effects or addictions my character has or could possibly have to get a skill point dip this severe. If anyone could provide some assistance it would be appreciated.
