Issues starting the mod

What exact error am I getting right now?

Currently, when I try to run FalloutNV.exe OR FalloutNVLauncher.exe, I get a "Steam error" box that says "Application load error 5:0000065434"

What have I done/tried so far?

TL;DR - I ran the installer I found on this site (TTW Install.exe) and followed the updated video by GamerPoets (https://www.youtube.com/watch?v=BHXIEGtP2Hw) following a clean install of both Fallout 3 and Fallout NV.

Longer version - I uninstalled both games completely by going into steam and clicking uninstall. I also deleted ALL fallout related folders from my computer entirely. I've never modded Fallout 3 and I don't think I've ever modded New Vegas (99% sure, but can't remember for sure so it's technically a possibility). I then ran the New Vegas launcher and game and made sure it worked. Running Fallout 3 GOTY edition gave me issues, but installing games for windows lives made it run.. poorly.

I then ran the installer, ensured the correct mod load order, and tried running FalloutNVLauncher.exe. I managed to get to the end of the powerpoint and the game crashed. I made sure to kill any running steam processes, any fallout processes, and even deleted the Clientregistry.clob in the Steam folder. Nothing helped. So I then uninstalled Fallout NV, Fallout 3, games for windows live.

I then installed Fallout 3 again and it ran better than before, but after installing New Vegas I started getting the application load error message again. Turns out, putting Steam.exe into the folder the New Vegas launcher is in fixes this. So I do that, run New Vegas, delete the copied Steam.exe, and run the installer again alongside the video.

Now I'm back into this Application load error issue, and I don't know how to proceed.

I tried to be as precise as possible for posterity's sake, feel free to ask me for any more details. Any assistance would be greatly appreciated!

That usually means you're not logged in to Steam. Maybe you are and that account doesn't own it but another does?

You're correct, I made a bit of progress in the time it took my post to get approved, but now I'm back to where I was originally. Are you supposed to have steam running while you play? I've received conflicting answers on this.

At any rate, now I'm back to the issue where I get to the TTW slide while loading the game and the game CTD.

I've read that it can have to do with leftover data from mods, but I shouldn't have any of that.

Well, it works now [at least it loads the real main menu now].

Issue is, I don't know why. I uninstalled NV again and then reran the TTW installer again (this is the third time I've done this), and now the NVLauncher decided to work.

Load order was fine the first time I ran it (double checked) and it was good this time, and I didn't have to remove any leftover configuration files.

It just decided to work this time.

Sorry I couldn't bring more closure to my issue, but I appreciate your help! Wish me luck!
