Weird dialogue glitch

Long story short, I don't know if it's an issue with a mod or not. I'm hoping I don't have to reinstall, or that I can get the mod that's messing with the dialogue deactivated. It's not all characters but some characters have a weird "Hello" dialogue block that comes up when talked to and then have two goodbye options with the other dialogue options. Their dialogue options are missing essential dialogue to continue or be rewarded for quests. Here's my mod order list https://imgur.com/Nqr8qe9 and below is a demonstration of whats happened.

Also I don't know if this matters, but I just seen it in the FAQ. I've used console commands on the game such as coc to travel to vegas to see if it worked; and tlc just to quickly roam around the wasteland as a baby and see how well done the mod was done.

Using the console do that in a game save is bad.

As for what's messing up the dialogue, standard trouble shooting applies here. Disable mods that have dialogues in them until you find the one messing it up. You can use FNVEdit to figure out which mods have dialogue records.
