Question about bugs.

While I personally haven't noticed much issues with 3.2 I have always wondered something. I've noticed when games, or mods get updated there's sometimes new bugs unrelated to anything that was changed or added in the patch, so here's my questions:
#1. Are some bugs caused by a messed up upload or something?
#2. Do the devs accidentally cause false string arguments in the code?
#3. If neither of these are true, are we likely to see the list of fixes in each TTW version get smaller with every update?

I'm hoping some of these answers will help me with my knowledge of coding.

Things are complex, conflicts happen unexpected things because the game is really complex and it's very hard to keep all those complexities in mind.

Some are just dumb mistakes.

The update logs will vary and should eventually become shorter, but there is still many many bugs in both games. It takes time and dedicated to wade through all of them.
