I'm working on a TTW 3.2 setup slowly, and have hit the point where I'll need to re-convert some FO3 mods to work in 3.2. I think I basically remember the steps and considerations, but I want a checklist to work through as I convert those mods to make sure it all gets done correctly.
The last time I did this, about eighteen months ago, I used (I think) a discussion or two here, Roy Batty's videos, and a guide by Chucksteel to benchmark the conversion process. But now all of those things seem to be hidden, gone, or set to private, and I didn't save copies personally.
I have downloaded the 3.2 conversion script, and have added it to FNVEdit. But the conversion-script post, and the other mentions on this forum, reference detailed instructions which aren't publicly available right now, and don't give the details.
So my first question is: right now, is private mod conversion for TTW 3.2 officially discouraged? If not -- if private conversion is acceptable -- what's the best current reference for that process?
(Note: I'm not going to be a mod author of any kind or level; I have a decent user's knowledge of the tools and managed a bunch of conversions and plugin merges for TTW 2.9.4b. At best, I might be able to do some conversions, get what permissions I can, and post the approved conversions.)

You are free to do anything you want for personal use.
We have an outline made, but it's not a tutorial and I will post it this week. We won't make any guide because every mod is different and a certain level of knowledge is needed to convert things and not break the game. It can be a simple process, or a very complex one, it depends on the mod.

Thanks, Roy! I'll look for that outline once it goes live.
My plan is to first convert some simple change-one-thing mods, and see if I can get those are working correctly, before diving into anything more complex.
And thanks for all of the work (from you and the whole team) over the years on TTW; I'm excited to get into 3.2 and see what it's like this time.
