In New Vegas, sometimes enemies won't spawn at a given spawn point, but after you reloading the game, they will somehow appears out of nowhere, something I find really annoying. In vanilla Fallout 3 however, there is no such issue, enemy spawn is guaranteed, if there's a spawn point, then the enemy will be there when you get close. However, TTW seems to have changed the spawn mechanic for Capital Wasteland, as this happens to me several times: when I get to a location which there's supposed to be some enemies, I found nothing, and after I quit and reload, the enemy spawn right in front of me, just like what happens in New Vegas.
Is it possible to revert Capital Wasteland's spawn mechanic back to vanilla? Or even better, eliminate this chance-based spawn mechanic for New Vegas too? I never liked it in the first place.

I have noticed this a few times, I don't know what could cause it. It doesn't happen very often though from what I've seen and only in the wasteland, and only respawns.
They probably changed this in the engine, or it's an unintentional bug.
