Dr. Li Stuck During Waters of Life Quest

Hey all, I've been playing TTW and having lots of fun... that is up until the quest, Waters of Life. I was able to get through ~80% of the quest no issue however, Dr. Li & Garza seem to be stuck in place and will not move. I understand that this is an issue with the game and NOT with TTW seeing as though many people have experienced this glitch with the base game however, all of the normal methods (Using console commands and such) do not seem to work as whenever I input a command I receive an error message. Unfortunately reverting to a previous save point is not an option as my last save was a few hours before the quest. I was unaware that quick saves overwrote each other are there any console commands that I can use to resolve this issue? Any methods I can try? Please. Any help would be greatly appreciated. If you're using console commands. You have to replace the first "00" from the Base ID of the quest/NPCs/Items/etc to "06" (without the quotation marks).
You always need to replace the first two values of the Base ID, with the values that the masters/plugins have in your Load Order

If your TTW load order is correct, Fallout 3 should be 06.
