FIXED: Turns out this was a mouse issue with the right button click. Might be a deeper software issue with the mouse but for now, a secondary mouse seems to have fixed it.

How or why?
I'm guessing it has to do with archiving and loading mods in MO2. I tend to mess around with things until they work the way I want them. I don't know very much about load orders so if you have any recommendations I'd be glad to hear them.

Well you shouldn't even be able to do that, esms always go before esp.

Mod Organizer sometimes puts esms after esps if you enable and disable them randomly. No idea why, just drag them up to the other esms.
I didn't have a iron sight popping issue yet but to me it looks like your right mouse button is broken and doesn't really respond to holding it down anymore or more like it thinks its pressed many times in a row. Could also be a driver issue or something overriding the button function to triggering the button several times instead of holding it. Maybe update the drivers or in the worst case use the Microsoft default one.
