At first I just thought it was because I was evil, so I went and got the charisma bobblehead from the vault. After returning there is no dialogue option to bring him aboard. Tried console command adding karma to get to neutral, still no option to hire him.
Tried killing and resurrecting him
tried disabling and enabling him too

Are you trying to hire him after buying, or trying to buy him from Tinker Joe?

hire after buying him, I passed the barter check to buy him for half. I never get the text option to recruit him to appear

I am also having the same issue, there is no dialog option to buy Sergent Rl At all whatsoever.

Strange, he was tested thoroughly.
But using console commands just breaks your game even more so can't help further with that.
If someone that hasn't tried to "fix" stuff with console commands could upload a save to check it out, I'll look at it. Need the .fos and .nvse cosave.

I have been testing RL-3 hiring today. And it works properly in TTW 3.2.1 without mods.
When we succeed the Barter check, we lose 500 caps and RL-3 gets hired automatically. He should come to talk to the PC or the PC can talk to him, and that is all.

Alright I'm going to be honest. I owe you an apology. I double checked my save, and turns out I was actually above neutral karma when I thought I wasn't, and testing through console commands Tinker Joe does indeed work fine. I do apologize for not seeing this earlier as I thought I was on neutral, and got worried when he doesn't have a option when not on neutral. Like in FO3 he would say something like "Rl3 doesn't like the looks of you." However I am glad I know this isn't broken, but I am truly sorry I didn't catch my mistake earlier. I'll be sure to quadruple check issues from now on.
