Sorry to hear about the break-in I hope it didn't cause you too much damage. That being said what is the time frame for this mod if you are still able/planning to continue on it?
Off the top of my head here are some suggestions for perks.
1. Rule#1 Cardio: Reduces the amount of AP consumed while running.
2. Gaillards Pose: Increase the jump height
3. The Munden effect: Increases speed of firing when not aiming down the iron sights
4. Geronimo: Reduces damage from falling (additional tiers could include further reductions when in power armor)
5. Mutagenetix Evolution: Enables tcl console command for 5 seconds.
6. Binocular vision: Allows for zooming in without a scope or binoculars
7. Double Rainbow: When making chems your now produce twice the product
8. The Dude(tte) Abides: Damage thresholds and resistances increases over time so long as you don’t initiate attacks otherwise it is reset to zero.
9. Anti-frantic: accuracy increases for 5 seconds after starting combat
10. Lacks Immoral Regeneration: Limbs heal after combat

Some things to consider, from the top of my head:
TTW does not have running or AP usage beside VATS (it's the same as FO3 and FNV).
Using TCL can bug your game, in particular can cause stretched models (like in dead bodies).
Allowing higher jumping can break some things, it can also cause players to get trapped inside walls/buildings or fall through the ground. Because it allows players to reach areas they is not supposed to reach.

As the base game TTW doesn't have player running I'd suggest making the first tier of this perk to allow for running that uses AP. Additional tiers can reduce the AP consumed.
With the tcl and jumping its a trade off in design choice. I always loved the mechanics of Morrowind over Oblivion exactly because of this kind of thing. Warnings could be added to the text of the perks to alert those who prefer a safer gameplay.
